Definition of "Affected Ignorance" (Fraud)
"Ignorance that is sought on purpose, directly intended and is foreseen and willed in its cause; according to that verse in Psalm 35: ‘They would not understand that they might do well.’ Consequently in law, affected ignorance is held equivalent to fraud, so much so that it does not excuse from any penalty, latae sententiae penalties included."
-Monsignor Cicognani, who was appointed in 1910 an official of the Congregatio de Cultu Divino et Disciplina Sacramentorum (Congregation for Divine Worship and the Discipline of the Sacraments)
